I think Domri might beat him out to sheer brattiness.

As to Venser, it's because his character revolved around his general inability to do really do much. He was there as a plot device. Both times. The first to give the characters a way to travel in the world, and the secod to throw himself away.

Aside from that, his personality was deeply flawed. He had just met Jhoira and immediately tried to get her friends to help him get into her trousers. Y'know, while the world was ending and all. Then, when he was spurned he sulked and threw a fit when Jodah showed up.

Also he's just so...dry.

Venser's addiction had potential. There was a lot in The Quest for Karn that had potential. I really was more invested in Radha's subplot in the Time Spiral block than in Teferi and co's battle with the Weaver King...and the fixing the fabric of the Multiverse.

Elspeth's a great character, OP. I like the vulnerability thing they've been developing.

I just think we should get more than one short story on the character before we nail him to two-by-fours.
