Arbiter of the Ideal The blue pre-release promo card... which I didn't get to play because Blue was "sold out" 2 weeks in advance.
Since my rating system kinda flopped let's go back to Grevens:

5.0: First pick no matter what. I will always play this card. 4.5: Splashable and first pick worthy. 4.0: First pick pack 1. 3.5: Early pick though not always a first pick. 3.0: Solid early/mid pick. 2.5: Solid pick in color. 2.0: Should generally make the deck if in this color. 1.5: Decent filler. 1.0: 23rd card if you have to. 0.5: This card will sometimes be sideboarded in. 0.0: I will never put this card into my deck (main deck or after sideboarding).
Your basic 4.0 unsplashable Bomb-y 6 drop flyer I think. Heck, it's a 4.0 (or close) with no text. Probably one of the top 3-4 Rare (non-mythic) in the set.

For now, since you can only get it in the first pack, and if I open this, I intend to pick it. The ability is obviously broken, even more if you have some scry going, like Oracle's Insight. When it goes to pack two, we will see.
I did get to play with it at the prerelease and I can soundly say it's an absolute beating in limited. There are very few things that can kill it in the format. If unanswered it becomes a card advantage machine, that only gets better with inspired enablers but is in no way dependent on you drafting inspired supporting cards to win games. Easy 4.0.
