The Legacy meta is incredibly healthy right now. Control is something of an underdog right now, true, but that doesn't mean it doesn't still make showings, and literally every other style is solidly represented in the Legacy meta with more viable rogue decks than have ever been seen in Magic.
That aside, Mana Drain would be incredibly awful for Legacy. Sure, the at-a-glance use is "drop a Wurmcoil Engine gogogo!", but what about something like just dropping Jace? Do you know how much of an incredible play that would be/is? To drop a Jace on turn 3-5 and still have mana to do whatever? The meta would
be Brainstorm, Force of Will, Mana Drain, Jace. It's the same reason that Gush is banned. Is Gush broken in the same sense that Yawgmoth's Bargain is broken? No, but Gush is overtly format warping. The format would, by unanimous conclusion, be "go Gush or go home". Though it may not be immediately apparent, Mana Drain is bad.
