Legendary Enchantment
At the beginning of each player's upkeep, that player puts a bond counter on a non-citizen creature they control. That creature is a 1/1 green and white citizen with no abilities for as long as it has a bond counter on it.
If there are twenty or more citizens on the battlefield, you win the game.
There is no "I" in "Populace consumed by psychic phenomenon that devours and erases the sense of self".
