For each player, look at the top card of that player's library. Then, you may have that player draw a card. If an opponent draws a card this way, you draw a card as well.

Whispering Madness

Sorcery
Each player discards a card. If Whispering Madness was cast from your library, each creature is dealt damage equal to the number of cards discarded this way.
Madness is the slope before a mountain, and the tears before the end.

When Madness Induction enters the battlefield, target player discards a card.
Whenever a spell is cast for its madness cost, a random player discards a card.
All nonland cards that aren't in play have Madness :1:

Target non-Rebel creature's controller may sacrifice it. If they do they lose life equal to its mana value. Otherwise, gain control of it.
Exile target rebel. Search its controller's hand, library, and graveyard for any number of rebels with the same mana value and exile those cards as well.

Suffer, serve, or be erased.
