I think it annoyingly needs an intervening if-clause: "When this enters the battlefield, if you noted one or more opponents for a card named Far-Flung Ambassador, you and each of those opponents each draw two cards."

Otherwise, in a non-draft game, it's just Divination on a 2/2 for 2W.
