since we are restricting in our number of votes i recommend we keep an intent-to-vote votecount

i reccomend the format FOTE: Name (fote being a portmonteau of fake and vote)

i have a fairly substantial voting restriction even beyond what is the norm here and so it is likely i will end up not voting unless i feel strongly that it is necessary
