That land doesn't cost a land drop since it gives it back immediately, so it's just a 0 cost sorcery that draws a card. It doesn't increase your storm count but it does give you a 56 card deck and interacts with land/graveyard things

True, it's pretty pushed in some environments but probably fine in others. It's not like every deck in modern runs those free draw cards.
