Fiora is the location of the Conspiracy sets, so it has both draft-specific mechanic cards, conspiracies, and monarch. The main city consists of the High City, a giant part of the city lifted over everyone else on columns as seen on Sovereign's Realm and the Lowlands are the common people. It's aesthetically like Renaissance-era Italy and had a stronger artifact theme initially because Muzzio had invented a bunch of cogwork machines that were everywhere, making the world kinda steampunky, but they were purged when it was revealed Muzzio was creeping on everyone by spying on them through his machines.
