No, I think your point remains valid. The puzzle selection is certainly the primary way to increase difficulty. "Forculan" contains three or the six "Wheel of Fortune" letters, RSTLNE, which were chosen because they were the most common letters allowing for only one vowel. A puzzle that has fewer, or even none, of those letters is theoretically more difficult.

Of course, we're pre-supposing that Hangman is meant to be challenging. That might not be the point. :)
