Well the odds of seeing this just went down. We somehow got it an one mana and instant speed! http://mythicspoiler.com/m21/cards/villagerites.html

This doesn't exist because there's really no point to it. I don't want any vanilla bears in my deck, so I definitely don't want more than 4. There's a reason all the "relentless" creatures have abilities that encourage you to run a lot of them.

Aren't there ways to win with 30-40 of the same creature in your deck even if it's not one with a relentless upside? Is the only design space for relentless creatures having upsides that are gynormous if you succeed in getting a half-dozen out there?

You're right that there's room for other relentless designs. I just don't think a vanilla 2/2 is it. Ideally, it should land in the sweet spot between "so weak I don't want any of it" and "so strong I already wanted 4, and now I get to run even more".

One thought I had was something like:

Migratory Mimic
Creature - Shapeshifter (C)
Changeling
A deck can have any number of cards named Migratory Mimic.
2/1

Which has the benefit of helping less prevalent tribes hit a critical mass.
