So when Phyrexian Scriptures was spoiled, I immediate thought to myself, maybe I can have fun with this in Modern. There were a few ways to manipulate counters on cards; Hex Parasite and Clockspinning came to mind, and if we were going to be in anyway and, ostensibly playing with some artifact creatures, one of the two Tezzerets might be worth a shot?

Anyway, right now I've sort have got a skeleton of an idea. I'm thinking maybe some sort of control shell, but I'm sort of at a loos where to go with this thing to make it not bad.

Creatures:
4 Hex Parasite
X Phyrexian Metamorph?
X Other Creatures?

Spells:
4 Clockspinning
4 Phyrexian Scriptures
X The Antiquities War?
X Tezzeret, Agent of Bolas or Tezzeret the Schemer? Maybe a mix of both?

Delay seems too cute to actually use.

Some number of numerous other spells?
1 x Fatal Push
1 x Inquisition of Kozilek
1 x Serum Visions
1 x Sleight of Hand
1 x Spell Pierce
1 x Spell Snare
1 x Swan Song
1 x Thoughtseize
1 x Mana Leak
1 x Damnation

Choked Estuary
Drowned Catacomb
Polluted Delta
Watery Grave
Island
Swamp

Is Darksteel Citadel too cute?

I'm really bad at control decks these days.....

I wonder if what this deck really wants is mana rocks and Fall of the Thran to just be an absolute douchenozzle.

Some kind of extra mana would be good. Especially if you want to buy back Clockspinnings, and I really think you do.
Best mana rock for synergy would probably be coalition relic.
Proliferate cards might be worth a look. Inexorable Tide + Clockspinning would be funny if you could somehow make it work.

Ramblings of a man who knows not the Modern Meta: I might consider Time of Ice -- scriptures is usually better but you can still rip counters off ToI to continually suppress an opposing board. I suppose the question is if you think 4 is enough recurring creature hate

Antiquities War seems like a good finisher, especially if you go heavy on the rocks, but I'm not sold on 4x.

According to mtgstocks people like pairing Power Conduit with sagas.
Not sure this deck actually has competitive legs in modern, but don't let me stop you from trying.

Yeah, if you want to remove counters, but don't want to add them then Conduit is way more efficient and can pump up your creatures.
