You absolutely should put a minimum of any combination of Ramp or mana dorks. DJ is saying that eight might not be enough, let me give it a think over and I'll write more later.

I like the theme, thanks for clarifying that colourless is a choice.

Seriously, a ramp deck is not running too many ramp spells either. My absolutely janky Simic deck runs 10, my more streamlined GC deck ran 7 (Though the curve topped at 7 for that one). Heck, BfZ ramp decks ran 8 ramp spells (plus Sower).

Well my more midrangy ramp deck has 10 spells/dorks, my more dedicated ramp deck has 16.
Bfz ramp decks are not a good example, since we didn't have more spells than those, and no dorks. For the ramp requirement it is also intended anything that let you ramp, say Kiora or Bounty or From Beyond, i think that 8 could be a good choice for the minimum.

Another option would be to handle it via CMC requirements... like, deck must contain at least 6 cards at 6CMC or +. Or maybe just tell people not to make midrange decks, lolz. No idea. Looking forward to this competition though. Or actually, how about deck must contain at least 4 4CMC or + Ramp spells?

Just spit balling.

Since there is lot of time to test and submit the decklists, we can discuss these requirements a little bit more. My idea is to add these 2 requirements:
1. at least 8 ramp spells/mana dorks/other spells that make you ramp (as examples above, anyone can ask me if the card they are considering is valid)
2. at least 5 cards with 6+ cmc

We can discuss about this idea, and i can change the requirements tomorrow.

Quick question: do 'cost less to cast' effects count, like monuments?

If it allows you to cast a spell a turn earlier than you're supposed to, I would say yes.

For instance, I consider Chandra, Torch and Kiora, Master to both be ramp spells

anyway, I won't have a submission this time cuz my ramp decks are either tricolour or dual-colour with a colourless splash

Not sure about these. I mean they let you pay less for things that is almost same as ramp, but it's not true for anything you cast so idk. Let's see other opinions.

Well, Tamiyo is not a ramp card (ult doesn't count, as Lili for zombies). She's also tricolored, so not legal for this round.

Does she count as tricoloured even if you play her with oath of nissa? I bet she does, I bet she does.

What about devoid cards though? They count only as colourless in this case, right?

Devoid is ok, you're not allowed diamond cards

So Ulamog, the Ceaseless Hunger would still be a valid ramp target in any of the decks, while Kozilek, the Great Distortion would not, except if it's a Wastes+x deck? Feels a bit arbitrary to me, but I dunno.

Ramp isn't an archtype I'm really familiar with, but as a starting point I'd go with something like this:

Golgari Big-Ramp

Creature(9)
2 x Walking Ballista
1 x Nissa, Vastwood Seer
1 x Kalitas, Traitor of Ghet
1 x Greenwarden of Murasa
1 x Ulvenwald Hydra
2 x Gaea's Revenge
1 x Ulamog, the Ceaseless Hunger

Instant(8)
3 x Fatal Push
3 x Grasp of Darkness
1 x Murder
1 x Appetite for the Unnatural

Sorcery(8)
2 x Battle at the Bridge
2 x Languish
2 x Explosive Vegetation
2 x Nissa's Renewal

Split(2)
2 x Never

Enchantment(6)
1 x Oath of Liliana
2 x Gift of Paradise
1 x Cruel Reality
2 x Sandwurm Convergence

Planeswalker(3)
1 x Liliana, the Last Hope
1 x Ob Nixilis Reignited
1 x Nissa, Vital Force

Land(24)
9 x Swamp
2 x Hissing Quagmire
7 x Forest
2 x Woodland Cemetery
4 x Evolving Wilds

Created using Magic Duels Helper: http://www.magicduelshelper.com
I've opted for Removal and sweepers instead of mana-dorks and completely skipped mid-range to go with the power-house timmy cards. Double gaea's revenge to give control a hard time (got to Watch out for blessed alliances though).
Not really sure how much Land/ramp I should run though or if evo-wilds are even a good idea.

That's right.

Yeah you can use EDF in any deck, since you can hardcast it without needing blue. But i think that if you add blue sources in your manabase it counts like you are splashing blue for it.

Ok i'm adding those requirements to the rules. If anyone has some problems let me know, i can still change them slightly.

Sorry, a couple more questions.

Does spring to mind satisfy both requirements?
Spring is a ramp and Mind is 6CMC.

If I wanna use X spells and/or a reusable mana sink as payoff, can they count towards the 6+CMC requirement?
E.g Rolling Thunder, Walking Ballista, the AKH Gods.

These ones are tricky. I would say that Spring\\Mind count only as ramp requirement, since you don't really ramp into Mind but it's more an upside. It should be better to consider only the front side of the aftermath cards for the cmc requirement.
About the second question, i'm totally fine to consider X spells for the 6+ cmc requirement, but not about mana sinks.

I'm in. I like how open ended this is. Testing the decks will be a lot funner when there's more variety.

Flip Nissa and big Nissa are technically ramp cards right?
If they are my list qualifies, otherwise I'm gonna have to ramp it up.
Anyway, I'm gonna ask again, because I don't really have an idea... How much Land does a ramp deck actually usually run?
