Unless you rigged your deck so you know exactly what those clues are going to fish up for you, it's a Mulligan against the supposed "Unknown Deck".

And even rigging your deck, You'd still have to pray for bad RNG on the opponent's side.

OT: I would probably keep the hand for a few reasons:

1. Since we're playing Mardu Ballista instead of Vehicles, I can expect a lot more removal in our deck instead so the probability to draw into removal/Planswalkers is much more higher than average.

2. We have our 3rd land drop in hand and perfect mana if we topdeck an UD; having 3 different colors also means we can bluff a Fatal Push, Shock, Harnessed Lightning, etc.

3. At the baseline minimum we'll have 4 1/2s our oppenent will have to get through by turn 4.

4. We're on the play which is a much better situation than being on the draw with this type of hand.

In Duels, I'd keep that hand (of course, we don't have Thraben Inspector, but them's the breaks). It's not a great hand but we have all our colours + we have clues we can crack while still playing more Inspectors.

In Standard, I don't know, since I've not played that format at all.

Its a Keeper.
All your colors, 3 lands which will let you cast most of your stuff and standard doesn't have a stainless shuffler, so the odds of drawing something good next is acceptable.
Also 1-drops are good and these happen to give you card advantage, as well as applying early pressure while being terrible targets for opponent to waste removal on.
I would go for it.

I would keep it. Bird in the hand is better than 2 in the bush. We have lands early doods to drop that give us draw.

Dropping to 6 unknown cards seems like I would hate myself if it turned out to be something unkeepable or 1 land with 4 drops.

That's a keep.
You are on the play , with all your colors, and by turn three you will have 3 inspectors with 3 clues + 2 unknown cards and 2 open mana.

Of course it also depends on how your deck usually draws. If you would mull this then that is an aggressive/risky mulligan which I usually only do with decks that do well with those. That information can really only come from experience playing the deck.

Remember about your deck. It's mardu ballista. This hand has some value, but what can this deck do without an aggro start? If your opponent has no pressure, decks like temur tower, temur aetherworks, copycat, also mirror, will have easy life against your first 3 turns. Not sure if you can put enough pressure after 3 turns and 3 inspectors.

Think about your possible draws, Toolcraft Exemplar is fine but not what you hope for, Scrapheap Scrounger is good, Veteran Motorist is maybe the best one. But what else? Lands are not good, Heart of Kiran is not super here since you have to wait turn 4 to crew it, Gideon not good, Unlicensed Disintegration is a fine card but not in this scenario where you don't put pressure but mostly defensive, Walking Ballista not exciting, and idk about other cards.

Ummm...definitely low on power but still: great mana, some early board presence and then good draw isn't a bad hand...way better than mulliganing to a 1/5 lander... which would be certainly your punishment if you offend the shuffler by beign so posh. Fact.
