Declaration in Stone?

Declaration in Stone and Horribly Awry are probably the most efficient permanent answers to Scrapheap Scrounger that we have at 2cmc.

After that, Angelic Purge, Spell Shrivel, and Touch of the Void are probably the next best things after that.

Artifact/Enchantment based removal works too like Thopter Arrest and Imprisoned in the Moon, just be careful with Aura based removal, as the format is full of ways in which to sac artifacts/creatures.

There is Complete Disregard as well, not a great card but still hits other common cards as well like copter/harvester, for something like grixis though I just settled on expulsion and kalitas as my exile options.

There is also Anguished Unmaking, though to feel forced into using it on a Scrounger instead of a priority target like walker would suck.

I still want Suffer the Past to hose Scrapheap, Haunted Dead and as a general finisher for control. It would also crush Delirium..

I play mainly eldrazi builds so TKS exile while it's still in hand or Titan's presence.

Or removing the other opposing creatures, ignoring it and racing it with meatier creatures ( TKS/Smasher ) as it can't block.

Suffer the Past is just a filthy card, it also totally hoses reanimator decks.

This card was gas in DoTP 2015.

Kalitas is one of the more satisfying ways

Playing any 4 toughness creature, 2 power first strike creature, etc.

Nahiri and Ajani's -2 both work as permanent answers as well.

Rage quitting gets rid of it too.

I still have fond memories of casting that in response to a Spider Spawning. Still, it was a dead card vs a lot of decks, so it was a rare sight in the meta.

I dug around the card list for a few more options that are not enchantments (some are situational, most are terrible, your mileage may vary): Hixus, Prison Warden, Welcome to the Fold, Oblivion Strike, Reduce to Ashes, Unnatural Aggression, Ayli, Eternal Pilgrim, Spell Queller, Titan's Presence, Ulamog, the Ceaseless Hunger.
