Oisin Dossier (In-character version; From the Desk of Ellia the Endbringer)
FOR IMMEDIATE DISSEMINATION TO RANKED COVEN OPERATIVES:
Planeswalker Oisin Full Name: Oisin, Son of Flynn, Son of Finn, Son of Siridean, of Siobhan's Vale and of the Children of Tuathal (This extensive listing of fathers, grandfathers, homes, and tribes is typical of his plane of origin, standing in place of a surname.) Age: 22? (He looks younger than that even but sometimes feels older. Claims 19, but could he really have memorized all his verses in that little time?) Species: Human Plane of Origin: Etain Mana Affiliation: Green (He seems able to branch into other manners of magic quite easily within his chosen field. Probably cheating somehow.)
Physical description: Oisin appears to be a short young man, probably under 5'6” with cream skin, blue eyes, and yellow-blond hair. His hair is usually unruly (if short), and he is clean shaven. His build could best be described as scrawny. He wears brightly colored traveling garb, often a deliberate patchwork, and a deep green cap with a large red feather. He typically has on his person a lute, a harp, a belt with several large pouches and a sturdy satchel. Sketch attached.

Personality: Upbeat. Usually non-confrontational but he'll stick his nose where he doesn't belong and is pretty fearless for a kid his size. He's got some weird tics, treating things not like he's in one of his stories, but more like everyone else should be. Couldn't tell how much of that was an act though, he's a showman at all hours. He could be hiding something, but he seemed like just a cheery little optimist. Not a good prospect for recruitment.
Abilities: He's a bard, so most of what he does is singing and storytelling. This would be nothing if he didn't have magic. And it's magic I've not seen the like of before. Some sort of summoning, as far as I can tell, but I saw him summon Mishra. Mishra! I don't think the kid's an artificer too, it wouldn't make sense, but Mishra was, and he did artificer things, so clearly the boy's not just playing with illusion puppets. That's when I decided to take down notes for this, really, because that's before my time and also kind of terrifying. It seems like he can summon anyone and anything that figures in his stories. He doesn't use it for coin, though – he seems to know that it would be too much for most people, or maybe for most venues. Oh, I'm sure the Rakdos would love to see a mostly real fire breathing dragon ready to tear up the audience, but not the small-time taverns I saw him play.
Recommendations: DO NOT ENGAGE OISIN. He's not a threat to our plans, and if he's a threat to yours it's probably easier to misdirect him than to kill him. I for one do NOT want to see what stories he knows for if his life is legitimately threatened. If you get into a situation where you feel he does need to be dealt with? I guess do it quickly, if you can take him out in one good hit I don't think he's any more durable than he looks, but the big problem is that I don't think there's a way to accurately judge the ceiling on his abilities. It could be pretty low, or he could challenge the best of us, or anywhere in between. Try to not let him talk? He likes talking, and when I saw him do summons it always started with some sort of speech.

No, I still haven't located it. You gave me a trail almost ten thousand years cold, and I'm not your errand boy, I've got my own irons in the fire to manage. I did manage to find out about one of our old “friends” on the way though. Remember Kasar? It seems he got eaten by ratfolk, probably while plotting planar domination or something else stupid like that. Serves him right. He was holed up in this weird old castle. Older than me old. Like dates to years you never talk about old. There are some ratfolk squatting there now, of course, but maybe you want to check it out? It was on Teresh, you should be able to find it from that, it was an Æther (Aether? The last style guide was delivered by imp. On fire. I never keep up with those things anyway.) anomaly. Sure some new little 'walker wouldn't notice but if you know what you're looking for...
In any case, console yourself that I'm still searching as often as I'm able. I wouldn't have run into this kid otherwise.

I almost voted NAI for a complete dossier, but I think the Ellia version tells us enough, and I don't think it's necessary for every character to have a meta-dossier, especially before they become particularly relevant to the project.
While I've not read the stories or planar profile, what's presented here is worth inclusion as it is, so I see no reason not to include it.
