If everybody else fully loads the gun then the top person on the list will get axed. Yesterday teaches us that the round will end with the first death so there's really no incentive for anybody other than KoD to not fully load.

Rules state that everyone fires until the bullets have all been emptied.

Even if I die from a fully loaded gun, everyone else still have to shoot till all the bullets have been used.
