I believe he targeted Rag so that his ability would fail and Rag would gain the ability to hand out guns the following night (per Rag's ability), so Rag doesn't have a gun perse, but can hand out guns which makes the users enemies of the communists (hilarious of KoD to do, BTW).

But you were not given the second gun. The second gun lies in other hands, the name of which I will not mention.

You try to kill Rag I won't hesitate in shooting numbers.

And Rag is not going to give out guns to his allies cuz that'd make then enemies, and he won't give out guns to his enemies cuz that's just stupid. Ergo, Rag's power is essentially useless.
