The fact that it has impact on dominant decks is a result of them being dominant, or the most played (net-decking and spike player base do the rest).
Why do you think they didn't add any PW hate? They haven't really got a clue in terms of meta and how to ballance it.

Or they decided not to rotate non-D cards if it is possible, and after making that bed, now they're sleeping in it.

They probably won't rotate out non-D cards unless they really screw up and put in a card that totally dominantes everything (I'm thinking tolarian Academy from urza block type shenanigans). But with rarity limitation, I find that that scenario is very unlikely.

Ainok Guide isn't in the set and we got him... I was talking about D cards, but its great that we get that aura PW hate card. That aura deck is looking better already... And you can even tutor for it...

There is no set time but Chris usually lays out the Duels news a hour or so after all the normal Magic stuff right? So it should pop up pretty soon.
