My initial thought was 'this is amazing' but I've gone off it a little bit after giving it some more thought. I'm not sure Izzet Prowess can make room for it, as it slows down the clock. I wouldn't run it in my control decks, because they're mainly creatureless apart from TitI and Avacyn. Flipped it's obviously powerful, especially for the mana investment, but I'm not sure where it's going to find its niche. The fact it dies to stiff breeze doesn't help. Obviously you can hold it back but by the time you're ready to play it out to get it to flip I'm sure there would be better plays available to you.

I like that it could produce colorless for control with upside. If I went the Azorius route, I'd be more comfortable including TKS, Smasher and Kozi without needing to rely on lands like Westvale Abbey (otherwise useless in a creature lite deck) or Thopter Foundry (gets sac'd, no more colorless mana). Probably still not top tier, but it would be an angle I'd consider going down it since Azorius is light on big wincons otherwise for control.
That's just one way I'd approach it. Some Prowess decks could still make use of this over some of it's other 2 drop creature choices, but I agree the super fast version with Jori En as the curve topper wouldn't bother. I might even revisit the Izzet Counterburn lists if we get this card too.
