Yes and no. Kael'Thas's blood elves and the ones you can play are different groups.
To the best of my knowledge, The Scourge has existed ever since Ner'zhul became the Lich King. The Forsaken is a rogue faction of undead freed from The Scourge and led by Sylvanas, a High Elf made into a Banshee by Arthas during/after The Third War. So undead have existed for a long time, but didn't take a role as protagonists until after Arthas picked up Frostmourne and went on to become Lich King (WC3: Frozen Throne.)
Blood Elves are former High Elves, which are former Night Elves. They are best described as drug addicts on withdrawal, coming from the Highborne, which were arcane practitioners of The Well of Eternity. After being exiled from Night Elf society because of reasons, they settled in Quel'Thalas on the other side of the Maelstrom, and eventually founded The Sunwell to feed their addiction. Arthas, being the jerk he is, attacks Quel'Thalas to use The Sunwell to resurrect Kel'Thuzad (which is also when he recruits Sylvanas). With their home wrecked, Kael'Thas goes on to save his kin who are yet again left without a source of energy, calling them Blood Elves. What transpires is basically a human named Garithos being a massive jerk, forcing the Blood Elves to ally with the Nagas (adding fuel to the fire), which goes on to ally with Illidan as a band of misfits, and leaving for Outland. The Blood Elves under Kael'Thas are antagonists in the story. However, there still remains some Blood Elves on Azeroth, whom choose to ally with the Horde (more correctly the Forsaken), not because they want to be friendly, but because they god damn resent the Alliance (more correctly the humans.)

So Arthas was the lich king for some time before WotLK. Yeah, thankfully History of Warcraft did describe in detail the events of the early history of Azeroth. Poor Blood Elves - to be fair, though, they were basically the Thalmor before, so...

I'm kinda almost done with my character. Still trying to figure some things out steadily. I believe I've covered feats and skills so far.

Finnora is pretty cool. She has a strong and interesting voice.

Implements. Should I be concerned about their use?

If you have a magic implement, it lets you add the enhancement bonus when you use powers with the implement keyword. You don't strictly have to use one though.

Hey now, I'm a shadow priest. We don't have a warlock, so I feel that purple is my privilege.

This is true, but the DM is using blue, and I'd like to write in my blood color. I suppose, as a servant of the Light, I ought to write in yellow.
