If my opponent uses something like a Royal Assassin on a creature of mine, could I target the assassin with Liquimetal Coating and then counter the assassin's ability with Brown Ouphe's ability?

Yes, the source of the activated ability is now an artifact, so the ability is a legal target for Brown Ouphe's ability.

There aren't any weird rules about the characteristics of a source being fixed as the ability is put on the stack.
