This card has some cool concepts -- I particularly like the "one prisoner at a time" thing -- but I feel like the card encourages you to try things with it that just don't work very well.

Like, it sort of seems like a good idea to exile your own creature, then wrath, then get your creature back, but then your creature is stuck in exile until your opponent casts a creature. Even worse, if Mortheon dies at any point during these shenanigans, your creature is gone forever.

And then there's the weird anti-synergy between the ultimate and the -4. I dunno. This card just feels awkward to me.

In retrospect, the +1 should be restricted to exiling stuff you don't control only. Most of the time ideally you should be +1'ing onto their guys and having the -4 as backup after they cast other things; I can see why the +1 can be misleading and allowing you to do things you shouldn't.

That said, I don't see much anti-synergy between the ultimate and the -4. First because if you ultimate in all likelihood you aren't going to have Mortheon around to -4 for a while, second because you are supposed to do it with an empty/near empty board, so you won't need to -4 (it was an emblem for a while before realizing that the ability kept people out of the game without actually ending the game).

Judge Mortheon. I just like having the cards linked.

Anyhoo, I find Mortheon's motivations a refreshing change of flavour pace and hope to hear more from the Candoli party in the future.
