At first, I thought this was a bad plane prompt, because how can a mostly urbanized plane consist of small scattered groups? But then i realized that it also mentioned an ancient civilization. So now I'm picturing a plane with a cityscape on par with Ravnica, except the people who built the city died in a plague (which only affected their species) centuries ago. Instead, all of these smaller tribes, which used to be enslaved by the now-extinct rulers, are fighting for control of the plane.
