Dude, the only way new vampires get made are by the Bloodchief. Everyone else creates nulls.

I was generally meaning do they have a concept of family? Mother, father, brother, sister, son, daughter?
From what we've seen, no. They have blood-inspired loyalty to their Bloodchief, but that's pretty much it. They're loyal to their clan, but we haven't (to the best of my recollection) seen anything to suggest a sense of family.
