For everyone else, if you can't think of any more mechanics, you could help us get started on filling out the deck skeleton with flavorful designs.

Criteria 2: Design three or four cards that represent aspects of Halloween. Try to make them generic enough that they can go in various kinds of decks.

If you're wondering how to mechanically represent a flavor nugget, here are some things the deck needs:
  • 2-3 small creatures (cmc 1 to 3).
  • 3-4 mid-sized creatures (cmc 3 to 5).
  • 1-2 large creatures (cmc 5 to 7).
  • 0-2 combat tricks (could benefit your creature or harm an enemy creature).
  • 1-3 removal spells (could be destruction, -X/-X, direct damage, or a fight effect).
  • Possibly a discard or looting spell.
  • Possibly a sweeper.
  • Possibly a Fog or Panic Attack effect.
  • Possibly a Naturalize effect.

I realized that if this mechanic works from the yard rather than hand it should just remain in exile, not return to yard when it's no longer masking a creature. Then it's like a bestow/flashback cross which i think is neat. Also here's more.

Sorry for the delay. I think metalevolence has gotten to a good place with mask: it's a fun mechanic that encourages a certain playstyle and has a lot of Halloween flavor. I think our final two mechanics will be boo! and mask, renamed ghostly guise (which I think fits our flavor better).

Boo! (If a creature is attacking you or a planeswalker you control, you may cast this spell as though it had flash.)

Ghostly guise (: Exile this card from your graveyard costuming target creature. That creature gains this card's creature types. Guise only as a sorcery.)

The OP has been updated with some of our cards, with some minor tweaks and flavor changes. Now it's time for the home stretch.

Criteria 3: We need some noncreature spells. Make a removal spell, a combat trick, and another noncreature spell of your choice.

What do you think of Boo! being templated as

Boo! (If a creature is attacking you or a planeswalker you control, you may cast this spell for its Boo! cost and as though it had flash.)

I think this can open a lot of good design space, most obviously Boo! costs lower than mana costs, but also nonmana Boo! costs. (Tap an untapped green creature you control, sacrifice a swamp, etc.) Also maybe one or two cards who have a Boo! cost higher than its mana cost, and does something really mean to attacking creatures.

This isn't the greatest example, but what made me think of that template was wishing goosebumps could be an offensive combat trick.

Boo! is fine since a mechanic based on surprise fits well with Halloween and ghostly guise only deals with known information.

A different cost to cast the card would help in not making it feel like a strictly worse flash.

@ altimis: All these cards are really weak, maybe add a bonus to them?
Not a fan of having multiple cards interacting with costumed creatures.
