With some permissions granted, I'm developing a set originally concepted by TPmanW, known as Obscio, a Lovecraftian/Cosmic Horror set.
Obscio: Fear the Unknown
"The world is shrouded in fog. It would be at any rate, if where the fog falls could be called "this world". Under the thick and eerie blanket of fog lies an unworld full of places and things that should not be. Only a sane mind can keep the mists at bay. But the horrors from beyond the veil love no taste more than that of a thinking creature's mind." – TPmanW
Obscio is planned to be a large set, composed of 230 cards. It may have the rest of a block following it, but as of now, I'll see if I can even crank out one set.
Set Lore
The world of Obscio has long been a doomed world, but it is only now that its denizens realize it. The stars have aligned, and a great awakening has begun across the plane. When a sinister fog crept across the world, none panicked, until the disappearances and horrors began.
Where once peaceful villages and farmlands stood, now lie ghost towns drowned in the mist. What once were safe wooded passages have now become refuge only for nightmares. And the surviving natives have been divided by vast swaths of the unknown. Even as the last refuge of humanity, some people of Obscio have revealed their allegiance to the darkness, and seek to forsake the remainder of the sane.
Will the people of Obscio fall to the encroaching unknown, or will humanity's seemingly limitless resourcefulness fight back the tide of the ineffable?
Set Mechanics
Madness - When you discard this card, you may cast it for its Madness cost.
Arcane - An Instant/Sorcery subtype denoting forgotten, eldritch magics.
Seeking - When this creature attacks, the defending player reveals the top card of their library, then put that card on the bottom of their library.
Stalker - You may pair this creature with another unpaired creature an opponent controls when either enters the battlefield. They remain paired for as long as you control the stalking creature.
Mechanical themes, subthemes: This set will bend the color pie a bit, for flavorfully spreading horror into all colors. Random chance, revealing cards, and mill will be subthemes present.

Preternatural Guidance Enchantment - Aura Enchant Creature Enchanted Creature has +0/+2 and vigilance.
Splintering Fate Instant - Arcane Untap all attacking creatures and remove them from combat.
Turn Away Instant Counter target spell or activated ability targeting a creature you control. Sometimes the only thing to do is shut your eyes and pray whatever it is won't harm you.
Euroch's Hounds Creature - Hound Vigilance When you can't depend on your eyes, companions with sharper ears and noses are always welcome. 2/2
Vanishing of the Vulnerable Instant Exile target attacking or blocking creature.
Subtle Unraveling Instant - Arcane Put target enchantment on the top or bottom of its owner's library.
Light of Discovery Sorcery Target opponent reveals three cards from his or her hand. You gain life equal to the converted mana costs of each of those cards.

Suspicious Sleep Sorcery - Arcane Tap X target creatures. Eilan awoke to find that every last soul in the outpost had all at once fallen into a slumber, even amid their duties. Afterward, tensions wound higher, and none knew what may have happened in the hours the outpost was open.
Courageous Tide Instant Creatures you control get +1/+1 and gain First Strike until end of turn.
Otherworldly Journey Instant - Arcane Exile target creature. At the beginning of the next end step, return that card to the battlefield under its owner's control with a +1/+1 counter on it.
Stoic Watch Creature - Human Solider Defender, Protection from Black 3/5
Nebulous Wings Enchantment - Aura Enchant Creature Enchanted creature has +1/+1 and flying. If damage would be dealt to enchanted creature, prevent 1 of that damage.
Saltes of Undeath Sorcery - Arcane Return target creature card from your graveyard to the battlefield. It becomes a White Spirit in addition to its other colors and types. “The essential Saltes of Animals may be so prepared and preserved, that an ingenious Man may have the whole Ark of Noah in his own Studie, and raise the fine Shape of an Animal out of its Ashes at his Pleasure; and by the lyke Method from the essential Saltes of humane Dust, a Philosopher may, without any criminal Necromancy, call up the Shape of any dead Ancestour from the Dust whereinto his Bodie has been incinerated.” - Borellus

Revan Kenner, Militia Captain Legendary Creature - Human Soldier Seeking, Seeking Whenever a nonland card is revealed by an ability of Revan Kenner, put a 1/1 White Soldier creature token onto the battlefield tapped and attacking. Each new outpost we find brings more men to my cause. 3/4

Crucial Error Instant Counter target spell. Its controller puts the top 4 cards of their library into their graveyard. Few feelings hit like the gut wrenching realization of failure.
Frogspawn Mist-Lurker Creature - Frog Mutant Flash When Frogspawn Mist-Lurker enters the battlefield, return target creature an opponent controls to its owner's hand. 2/3
Croaking Schemer Creature - Frog Mutant Lord Frog spells you cast cost less. Whenever a Frog you control becomes blocked, you may return it to its owner's hand. 2/2
Webbedtoe Liar Creature - Frog Mutant When Webbedtoe Liar enters the battlefield, each player puts two cards from his or her hand on the bottom of their library, then draws cards equal to the cards put on the bottom of their library this way. 1/3
Glass-Eye Gurgler Creature - Frog Mutant Seeking, Islandwalk Whenever a land card is revealed by an ability of Glass-Eye Gurgler, target land becomes an Island until end of turn. 2/2
Involuntary Glimpse Instant - Arcane Until end of turn, target creature gains ":Target player reveals his or her hand, then reveals the top card of their library, then reveals the bottom card of their library." Draw a card.

Symonn Eldabrie, Inbred Noble Legendary Creature - Human Frog Mutant Menace Whenever you cast an instant spell or a creature with Flash, draw a card. Social etiquette had protected Symonn's appearance from much suspicion, but with the advent of the mist, many now saw him for what he'd been all along. 2/3
Fractal Echoes Sorcery Put three tokens onto the battlefield that are a copy of target creature, except one is base power 3/3, one is 2/2, and one is 1/1.
Prognostic Revelations Sorcery - Arcane Draw five cards. Whenever a spell or ability an opponent controls causes you to reveal Prognostic Revelations from a hidden zone, you may draw two cards. Even as she wondered, the scrawled words had already met her eyes.

Tindermote Creature - Elemental Horror Whenever you cast an Arcane spell, Tindermote deals 1 damage to target creature or player. They appeared as distant lanterns in the fog, drawing unwary travelers close enough to immolate. 2/1

Whenever a spell or ability an opponent controls causes you to reveal Devastating Revelations from a hidden zone, you may have Devastating Revelations deal 3 damage to each creature and each player. Even as she cracked the door, the stench of sulfur had already filled her nostrils.
Fractured Fortune Enchantment If a permanent or player is chosen at random by a spell or ability, you may choose another permanent or player at random from the same possible choices.
Starmad Ravings Sorcery Madness When you play Starmad Ravings for its Madness cost, it deals 4 damage to you. If you control a Mountain, copy the last Instant or Sorcery spell a player cast this turn. "The frenzied words of the prophet frothed across her lips. Horrible vistas not of what was to come, but what had already happened."

Rays of Ash Sorcery Rays of Ash deals 7 damage to two target creatures, then 7 damage to a player chosen at random. The red flash zigzagged down, coloring every droplet of mist with a crimson malevolence. All that remained were grossly unrecognizable smears of ash where the watch had stood.
Grasping Tangle Creature - Plant : Grasping Tangle gets +2/+2 and gains Reach until end of turn. 0/2
Moment of Violence Instant Target creature gets +2/+2 until end of turn. If that creature is paired with another creature, you may have it fight the creature it is paired with.
Serpentine Woodcaller Creature - Serpent Druid Whenever you cast an arcane spell, put a +1/+1 counter on Serpentine Woodcaller. The worst of all things that the mist brought, was the revelations of the things that were already there. 2/2
Fungoid Wall Creature - Fungus Wall Defender Whenever another creature dies, put a +1/+1 counter on Fungoid Wall. Remove three +1/+1 counters from Fungoid Wall: Draw a card. The mushrooms in the deserted mists of Preacher's Bend glow with a sinister charnel luminescence, and grow to unwholesome proportions on an unspeakable nourishment. 0/4
Splintergale Instant - Arcane Splintergale deals 9 damage to target creature with Flying.
Wooden Divinations Sorcery - Arcane Search your library for two basic land cards. Put one into your hand, and the other into your graveyard.
Call of the Stars Sorcery - Arcane Put a 1/1 Green Druid creature token with " : Add to your mana pool" onto the battlefield. Mist runners tell of sounds far within the black haunted woods, where no dweller ventured. There were insane shouts and harrowing screams, soul-chilling chants and dancing devil-flames.

Isolated places held curious stone arrangements, flecked with rusty stains and etched with pictographs both terrible and inscrutable.
Coiled Kidnapper Creature - Serpent Druid Stalker When Coiled Kidnapper blocks the creature it is paired with, put two 1/1 green Druid creature tokens onto the battlefield with ": Add to your mana pool." blocking that creature. 1/3
Prolific Revelations Sorcery - Arcane Put three 2/4 green Beast Horror creature tokens onto the battlefield. Whenever a spell or ability an opponent controls causes you to reveal Prolific Revelations from a hidden zone, you may put a 2/4 green Beast Horror creature token onto the battlefield. Even as he called her name, the bleating cries had already reached his ears.

Obscene Idol Artifact Obscene Idol enters the battlefield tapped. When Obscene Idol enters the battlefield, each player loses 1 life. : Add to your mana pool.

Consume Identity Instant – Arcane Choose two target creatures. Exile one, and the other becomes a copy of the exiled creature. Samwyle awoke in a daze, unsure of where he was. Blood dripped from his mouth, without any wounds or pain of his own. The final clue was a severed finger, bitten clean off, with his own wedding band upon it.
Mist Runner's Lantern Artifact Equipped creature has Seeking. Whenever a nonland card is revealed by ability of equipped creature, you gain 3 life. Equip
Obscured Landscape Land Whenever an ability of an attacking creature an opponent controls causes you to reveal Obscured Landscape from a hidden zone, you may remove that creature from combat. Add to your mana pool. Ending up where you began is often the most merciful outcome in the fog.
Feverscream Sorcery - Arcane Each creature gets -2/-2 until end of turn, and Feverscream deals 2 damage to each player.
Vestige of Corruption Creature - Wurm Horror Lifelink When Vestige of Corruption dies, you lose 8 life. It sat in bloated, decadent obscenity, fed kingly scraps by the hopelessly deluded. 4/4
Ray of Reticence Instant - Arcane Target player can't cast instant or sorcery spells this turn. Draw a card.
Paranoia Captain Creature - Human Soldier Double Strike 1/4
Lineage Succession Instant Sacrifice a creature. Search your library for a creature card that shares a creature type with the sacrificed creature, and put that card into your hand. Shuffle your library.
Feral Degenerate Creature - Human Mutant Protection from Blue A backwoods brute with no patience for the patient. 6/4
Bloodsap Creature - Horror Stalker As long as Bloodsap is paired with a creature, that creature has -1/-1. 2/3
Manic Premonition Sorcery - Arcane Madness Reveal the top four cards of each player's library. Choose three of those cards. Put the chosen cards on the top of their owner's libraries in any order, and the rest into their owner's graveyards. Draw a card.
Hyperspatial Expansion Instant - Arcane Target creature gets +5/+5 until end of turn. Put it on the bottom of its owner's library at the end of turn. "He just grew and grew and grew, and then... He grew so big he was gone!" - Farmer Alak

Dominus Hexus Legendary Artifact If a source an opponent controls would deal damage to you, it deals that much damage plus two instead. Whenever a source an opponent controls deals damage to you, you may search your library for an instant or sorcery card with converted mana cost X and cast it without paying its mana cost, where X is the damage dealt. That spell must target that source or that source's controller if able. Penned in foulest ichors, the dreaded Book of Revenge consumed all who espied its unspeakable contents.

Seeking seems like nightmare for actual play. How do you randomize the top card of the library and the hand without revealing any of them and without risking getting the top card confused with the hand?
Treacherous Frogspawn doesn't feel like a common. It also feels really underpowered.
Consume Likeness feels like a bad Mind Control. I think it would be better if you made it an instant and cut the cost to 4 (or 5, if you're power level paranoid).

Why use the Arcane subtype when all your Arcane cards do something totally different from Kamigawa Arcane cards? Just use a new subtype, or even better, don't use any subtype at all and make it an ability word.
Have you figured out the different draft archetypes for this set?

I guess I was stretching too hard. I have the rare cycle of "Revelations", and didn't want a player to be able to hold one as the only card in hand to guaranteed punish your Seeker creatures. Tweaking it slightly to give the option of one or the other, instead of randomly choosing between either.
There are some bad cards in the set. I have the problem of designing top-down too heavily, and tend to miss mechanical elegance because of it. I definitely appreciate the critiques, and will be doing some changes.
I think I'll drop Turn Away to and remove the tap clause.
Frogspawn is meant to be a bad beefy blue creature designed for the limited tempo archetype. I might reduce the drawback to bouncing your creature instead.
I think I'd like to keep Consume Likeness as-is mechanically, and maybe drop the cost to 4. As an instant, I feel it could be a dangerous combat trick, but I suppose 4cc combat tricks don't really get much play as it is.
Is it worse to bleed Fight into Black, or Flying into Green? I guess I went with Fight in Black because it really wants kind of a vulture-y feel, and I felt that kind of opportunism was justifiably Black.

I did want "arcanecraft" cards similar to Kamigawa's "Spiritcraft" cards, and I find that less elegant with ability words. I also did want some cross-block support for what was an otherwise very insular mechanic from Kamigawa. I felt it would be nice if, should they ever be playable together, you'd have more options to spice up your Obscio deck with Kamigawa cards, and vice-versa. They both also represent otherworldly magic, not the kind regularly used by the natives of the plane. Arcane here is being used in its more traditional definition, but I felt the added mechanical friendliness was a good bonus to reusing Arcane.
Draft archetypes envisioned at the moment are W/U tempo, B/R Madness, G/R tokens, any color Arcanecraft, and U/B Mill.

Perfect originality is overrated and often ugly. The best and most beautiful cards I've ever seen were clearly inspired by something else. Cards are not entirely unlike living organisms in this regard. All the good ones are a result of long evolution; the 'original' ones are either mono-cellular or mutant aberrations.

I'm switching Consume Likeness to exile, but I think I want to push the power on it a bit on weird cards like that. I don't see it breaking NGA standard at 4cc, so I'm thinking I'll leave it there.
Prognostic Revelations I feel can get away with 5 cards for 5 mana. It's a rare, sorcery, and costs double so if Tidings is an uncommon, I feel this can go rare for one more card and a semi-unlikely conditional effect.
Comparing Chill of the Void to Vendetta I feel is a fair comparison. Chill will likely do more damage if played early, unless you jump through some hoops, and is only Sorcery speed. As for it being a global enchantment at common, compare the Sealcycle, for simplicity.
I did add may clauses to the Revelation cycle, and Sudden Ambush. Good call.

That is a really cool concept. I'd borrow some of it, but I think its hitting an evolution of its own here.
That aside, added some more cards, including the first Mythic. My organizational impulses want me to fix the color balance on the multicolored cards, but asymmetry is perfect for the set themes. It incites an uncomfortable reaction.

Maybe stalker could put a counter on the stalked creature to forestall memory issues? Or you could go a step further and have the stalkers affect all stalked creatures your opponents control, which would encourage players to build a stalker deck.
Reven Kenner, Mistbound Deceiver, Archmage Erynol: "Whenever an ability of [CARDNAME] causes a [...] card to be revealed..." Alternatively, you could be cute and say something like "Whenever [CARDNAME] discovers a [...] card..."
Sign of Protection is a Limited bomb. It should be rare.
Halfbreed Cutthroat is missing its card type.
Echoing Wall: "Whenever Echoing Wall blocks a creature..."
Scrying Field: Change name to "From Beyond" or "Visions from Beyond"?
Chill of the Void is very efficient compared to the current standard of common removal. Consider making it uncommon.
Brain Churning: "You may pay 2 life. If you do, repeat this process. Otherwise, draw a card."
Spiraling Unreason is no longer in red's color pie according to Mark Rosewater. Tormenting Voice and the like are the new standard.
Tindermote is a repeatable removal engine. In its current state, it should be uncommon.
Crackling Immolation could probably be common.
Savage Strike: Change name to "Finish the Prey"?
Serpentine Woodcaller should be uncommon if you plan on having a common instant-speed Arcane spell.
Wooden Divinations: Change name to "Strange Aeons"?
Call of the Stars: "Put a 1/1 green Druid Horror creature token onto the battlefield. It has ': Add to your mana pool.' "
Blessed One: The name is a little too generic when you consider that another card might want this name in the future. Namedrop one of the Dark Gods instead?
Coiled Kidnapper: Change name to "Coiled Emissary of [Dark God]"? Lovecraft did love his overblown names.
Consume Identity is awesome (though it should be rare, not uncommon). I'd nominate it for CotW, but it's too tied to the flavor of this set to make sense as a one-off, so I'll have to settle for praising you here.

Fixed or changed a lot of these, as per suggestions. Much appreciated! Feedback keeps me from trying to work out a set completely in a vacuum. Still gotta tinker with my uncommon/rare slots I'd allocated to ensure that there's room for a lot of these designs where I want them.
Are the memory issues of Stalker any different from what was done with Soulbond?
Flavorwise: Decided to leave the name Scrying Field as-is, since the flavor alludes to using it on an artifact, and it works on lands.
Good catch on the name of Blessed One, it has been reworked, and the first GOO has been name dropped.
Leaving the Druid tokens as raceless, just as Solider tokens represent different soliders of varying mtg races, or the mothership article that talked about Priests of Norn as transcending race. I think its better to imagine the druids of obscio as hooded cult figures, some of which could be insane humans, the newly resurfaced serpent people, and some of which are horrors themselves.
