Ok...so on CKY's advice I designed the Planeswalkers central to the story first. This helped, because it has definitely evolved the basic premise of the set. The basic premise will still be exploring a new realm through expeditions and archeology, but now the conflict is a little more evident and self-guiding. I designed the Walkers around the premise that this will be a set which has a high number of tutors/search abilities and ways of getting permanents onto the battlefield.
So here are the Walkers.
Planeswalker 1:
Os’Kel’s homeworld was destroyed and he travels the multiverse trying to find a place to settle. He has seen many lands throughout his travels, but dislikes established societies. His goal is to find an uninhabited or undeveloped plane which he can build a society of his choosing. He has found everything he could possibly want on Ingshay. Here he has found the trappings of a lost world on which he can build a home and create the world in which he wants to live.
Os’Kel, the Wanderer
Planeswalker- Os’Kel[-1]: Search your library for a land card, reveal it, and put it onto the battlefield tapped.
[-3]: Tap any number of lands you control. For each land tapped this way, put a loyalty counter on Os’Kel, the Wanderer and a 1/1 green Elf creature token onto the battlefield.
[-20]: Gain control of all lands.

This incarnation of Os'Kel represents him gradually exploring and colonizing the world. His ultimate is representative of him having his final goal within his grasp.
Planeswalker 2:
Elthreng is a fairly weak planeswalker, comparatively, but has always managed to profit in the face of others’ adversity. Frequently playing both sides, he goes where he can easily garner the most profit. Upon hearing rumors that a new plane had been discovered and an unidentified Planeswalker was seeking to colonize the new plane, Elthreng decided he could easily influence the fortune hunters and exploit the situation for significant profit.
Elthreng, Profiteer
Planeswalker- Elthreng[0]: Target permanent an opponent controls gains “This permanent doesn’t untap during your untap step” and “Pay 1 life: Untap this permanent”.
[0]: Until the beginning of your next turn, whenever a creature you don’t control attacks, put a loyalty counter on Elthreng, Profiteer.
[0]: Gain control of target permanent with converted mana cost equal to or less than the number of loyalty counters on Elthreng, Profiteer for as long as you control Elthrang, Profiteer.

The big thing about Elthreng is risk. You can give the opponent a virtual
Channel on one turn, and then steal it for yourself on the next. Elthreng is very vulnerable, though, and there is no reliable way to make him stronger. Whatever benefits he gives you are as fickle as he is, so be careful how you use him.
Planeswalker 3:
Yeret Cole is the military commander of an organization of Planeswalkers which seek to bring a united order to the multiverse. Upon hearing the rumors of a the colonization and exploration of a new plane, the organization has dispatched Yeret and a small expeditionary force to establish control over the Plane and gather whatever resources are available to support the aims of the organization.
Yeret Cole
Planeswalker - Yeret[+2]: Put a 1/1 white and red soldier creature token onto the battlefield.
[-2]: Creatures you control get Vigilance until the end of turn. After the next combat phase there is an additional combat phase.
[-8]: You get an emblem with “Whenever a permanent enters the battlefield, gain 1 life and put a 1/1 white and red Soldier creature token onto the battlefield.”

Yeret is a great strategist, able to anticipate the enemies actions and employ countermeasures.
Nothing is really set-in stone, to include the Set name, although the backgrounds of the Planeswalkers are pretty solid right now.
