I figured it would be best to let development choose the colour pairs based on whatever needs the lands the most.

Bah, screw logical approaches to stuff, just do whatever is most exciting! But yeah, I imagine this is probably how we'll do it.

A lot of commons make relics, but not many of them can use the relics they create. Make a common artifact that wants you to play relics.
