Gruff's entire repertoire consists of "hit it with a stick" and "run away." Hence:
Gruff, Little Lost GoblinPlaneswalker – Gruff (M)
1+1: Gruff, Little Lost Goblin deals 1 damage to target player.
-1: Put a 1/1 red Goblin creature token with haste onto the battlefield.
-3: Creatures you control gain haste until end of turn.
This is nearly perfect. Not only does it show Gruff hitting things with a stick and running away, the last ability (I hesitate to call it an ultimate) hints at the skillset he'll develop later in life. The -1 bothers me, because at the time of writing, he doesn't have any goblins willing to fight for him. Making it a Green Insect might work.
@ CKY I don't think Gruff should have the possibility of producing more than one token. We're dealing with
one goblin here.
Gruff, Lost but Aggravating
Planeswalker - Gruff
+1: Up to one target creature attacks ~ during its controller's next turn if able.
-1: ~ deals 1 damage to target creature. It blocks this turn if able.
-4: You get an emblem with "Whenever creatures you control attack, you choose which creatures block this combat and how those creatures block."

Since Gruff is supposed to become proficient at magic that influence emotions, this seemed most appropriate.
This is a good one as well. It shows his main mode of attack (hitting things with a stick), but also hints at his hidden potential.
Gruff, Wayward Wanderer - [
M]
Planeswalker - Gruff
[+1]: Up to one target creature an opponent controls attacks on their next turn if able.
[0]: Sacrifice a basic land you control. Search your library for a basic land of the same type, and put it onto the battlefield tapped. Shuffle your library.
[-1]: Gruff, Wayward Wanderer deals 1 damage to target creature. You may return Gruff, Wayward Wanderer to your hand.

Oh this adorable. He provokes beasties into attacking him because he's delicious. The 0 ability clearly references his random walks and the -1 is him hitting something with his stick and then running away.
This card is also closest to the power-level I'm comfortable with for this character.
This entry gets my vote.I mean, I'm sure they're not just hanging out on Starstill. But he's a planeswalker! Surely he can summon them, even accidentally, if that's his life's goal.
Currently, the character has no real magical power to speak of, except for random planeswalking.
I just want Gruff to be happy!
That's pretty antithetical to the character.
Gruff is very much a major "kick the woobie" character.
