{-1}: ~ deals 2 damage to a creature an opponent controls at random.
{-5}: ~ deals 10 damage to each creature and each player.

I was this close to making his ult 20.

[-1]: Discard a card. Gruff deals damage equal to its converted mana cost to target creature or player
[-7]: Discard any number of cards. Reveal that many cards from the top of your library. You may cast any of them that share a type with a card discarded this way without paying their mana cost. Put the rest on the bottom of your library in a random order.

Gruff's entire repertoire consists of "hit it with a stick" and "run away." Hence:

Gruff, Little Lost Goblin

Planeswalker – Gruff (M)
1

+1: Gruff, Little Lost Goblin deals 1 damage to target player.
-1: Put a 1/1 red Goblin creature token with haste onto the battlefield.
-3: Creatures you control gain haste until end of turn.

[+1]: ~ deals 2 damage to target creature with the highest or tied for highest converted mana cost among all creatures on the battlefield.
[-0]: Target creature gains haste until end of turn. Return ~ to its owner's hand.
[-5]: Discard your hand. Draw 5 cards. Shuffle ~ into it's owner's library.

@ CKY I don't think Gruff should have the possibility of producing more than one token. We're dealing with one goblin here.

Gruff, Lost but Aggravating :r:
Planeswalker - Gruff

+1: Up to one target creature attacks ~ during its controller's next turn if able.
-1: ~ deals 1 damage to target creature. It blocks this turn if able.
-4: You get an emblem with "Whenever creatures you control attack, you choose which creatures block this combat and how those creatures block."

Since Gruff is supposed to become proficient at magic that influence emotions, this seemed most appropriate.

My extrapolation of the Gruff story is that Gruff was once a Goblin Grenadier (see Goblin Grenadiers, Goblin Grenade) ... he doesn't know where his tribe went and he doesn't have any friends because... well, he's not a very GOOD grenadier, you see...

The ultimate (which is something he can only achieve by chance, not a guarantee by virtue of dedicated effort like most ults) closely reflects what may have gotten Anjo so pissed at him - scattering explosives everywhere and blasting the landscape to bits.

Gruff, Grenadier
Planeswalker - Gruff
[0]: Gruff deals 5 damage to target creature, player, or planeswalker chosen at random.
[0]: Flip a coin. If you win the flip, put one loyalty counter on Gruff; otherwise, remove one loyalty counter from Gruff.
[-4]: Put a Grenade counter on each land you don't control. You get an emblem with "When any land with a Grenade counter on it becomes tapped, remove that counter and flip a coin. If you win the flip, that land deals 5 damage to its controller, then its controller sacrifices it."

Is potentially having 6 mana on turn 3 OP?

I mean, I'm sure they're not just hanging out on Starstill. But he's a planeswalker! Surely he can summon them, even accidentally, if that's his life's goal.
