Really had to dig for the wording on this. Finally managed to find Phyrexian Splicer. The last part sounds weird but I don't know how to word it without using "steps" (plural) even though there can be at most one "step" (singular) chosen. Something like "step and phase or phases" could work but kind of looks ugly and still sounds a little weird. Plus it feels like it needs a bunch of "and/or" things between the options. So, whatever, let's just pretend it's worded correctly.

The reference to one of my favorite cards of all time makes me very happy.

If you did the first one that way, it would appeal to the Commander side of me very much.

The second one is perfect the way it is. It appeals to my inner Spike.

I'm sorry, I forgot the most important part! He should be Legendary so I can use him as a Commander and kill my opponent in 3 moves.

I think the first card is better. But if you want to appeal more to Spikes and Legacy players, go with the second one.
