You can create a page for yourself, if you think there's a reason to. But if you're asking if you can have a private wiki for just you, then no, I'm sorry. That's not the intent here.

Forgive the wiki-illiterate; would it be better if there were a section devoted to such decks, or if the decks were just added individually all willy-nilly?

It depends on how exactly you want to do things.

If the decks are going to have detailed explanations of their workings and their histories (which personally I'd recommend) each should probably have its own page, with a central index linking to all of them. It might be good to create the index FIRST because then you have a comprehensive list of what decks need to be filled in.

If they're just going to be sort of very cursory lists of cards or major combos they could probably be done on a single page.

And, of course, those two aren't mutally exclusive - you could do both, depending what you have in mind.

does Sally not have that? I'm not sure how much resources we want to devote to just being Sally.

not that I'd object if someone wanted to do it just to do it, it certainly wouldn't hurt to have, but if we're looking to get the wiki up and doing cool things as soon as possible, I'm not sure that's a priority.

That's an important question. People have talked before about having a Storyline wiki to rival Salvation's. And leaving aside the fact that what people really mean when they say "we should have that" is "someone else (probably Sam Keeper or Luna or Barinellos) should do that," I'm just not sure it's really worth our (my) time to do that in the first place, since Salvation is already its own thing.

It'd probably be useful to have a basic article for each Canon plane for example but I'm not going to make adding them a priority unless either M:EM or some other project on the wiki specifically references that plane. Even then, I'm very, very tempted to just directly gank Salvation's information for those planes, because it's under Creative Commons... but even then, most of the information is pretty scanty at best.

Of course, on the other hand, I'm not sure what "cool things" we want to be doing as soon as possible as an alternative to that. razorborne, what've you got in mind?

If they have a page that has the info necessary, I'd go so far as to say just link to that page. At least for starters.

I'm not sure it's in our best interests to fill our wiki to links to external sites that are more established than we are and have major overlap with what we do.
