At the beginning of your upkeep, Electrostatic Romper deals 1 damage to itself.
When Electrostatic Romper attacks, it deals damage to each other nonflying creature and each player equal to the number of charge counters on it.
Just rub his feet on the carpet and let him loose.

Gleam Collector would be so good if it were just a "may" trigger.
Obsidian Fireheart sounds awesome but doesn't fit this criteria. It's pretty hard to cast, so making it a rare should be okay in limited I think.
