We're assuming this set will be played like most sets, right? Sealed and draft are a consideration? Because Cato's card is mad broken in limited. If anyone gets two of them, they draw a bolt every turn for the rest of the game, which would be dominant in limited. Sure, it's not strong enough for constructed, but it'd simply own limited.

I'm pretty sure printing Self-Recursive Lightning Strike at common is a very bad idea.

Even without being able to chain two of them together into eternity, it's still a really early pick. Compare to Bolt of Keranos which is 1) more color-intensive, 2) a sorcery, 3) worse at fixing your draws, and 4) still a good card.
