Let's start the voting!

Ice Breaker --
Creature - Human Artificer
, Sacrifice Ice Breaker: Search your library for an artifact card, reveal it and put it into your hand. Then shuffle your library.
"The expedition may be dangerous, but the payoff is always worth it."
1/1

Cold Steel
Instant (U)
Until end of turn, artifacts you control have ": Tap target permanent. It doesn't untap during its controllers next untap step."

Goblin wrote:
Icy Insight
Instant (U)
Draw a card for each tapped artifact on the battlefield.

Machines don't work so well in the cold, but there is still plenty to learn from them.

altimis wrote:
Shard of Wisdom --
Snow Artifact (U)

At the beginning of each player's upkeep, that player draws X cards where X is equal to the number of artifacts they control minus 4.

On Starstill, whenever one has to travel from one half of the plane to the other, they carry their 'lucky charms' in hopes of the best result.

Confused wrote:
Still Beacon -
Artifact
At the beginning of your upkeep, reveal the third card from the top of your library. If it is an artifact card, you may put it on the top of your library.
Sacrifice ~: Add to your mana pool. Spend this mana only to cast artifact spells.
It sits quietly upon the frozen wasteland, humming a soft melody echoed by the vastness of space.

Balancing Automaton
Artifact Creature - Construct
Balancing Automaton enters the battlefield with one +1/+1 counter on it.
Whenever you cast an artifact spell, put a +1/+1 counter on Balancing Automaton.
Whenever any opponent casts an artifact spell, remove a +1/+1 counter from Balancing Automaton.
0/0

Morgothra wrote:
Runes of Frozen Steel
Sorcery
Refraction 1 (If you paid :s: to cast ~, copy it once.)
Draw a card for each artifact you control.
"We have no sunlight here in Aaraili, we are the Moonfolk, children of Ish. Our light is the gleam of stars and moon, the shimmer of ice and metal. Our light does not blind or burn. Only in the shadows can you see." - Sha-Kalii, Song Queen of Var.

Deep Freeze :u::u:
Instant

Counter target non-artifact spell.

The frozen edge of Starstill is such that only the best designed machines could hope to approach it.

Search your library for an artifact card with converted mana cost x or less and put it onto the battlefield under your control.

Shucks, I wanted to give it flavor text.
Not that I've come up with any yet.

General Thoughts:

Contenders:

Of my four contenders in a relative vaccuum, I reminded myself that we're looking for a blue uncommon card that cares about artifacts.
Ice Breaker has the potential to be common.
Shard of Wisdom could possibly be a noncolored artifact, and possibly fit at rare.
Both Deep Freeze and Balancing Automaton fit at uncommon. And thought Balancing Automaton is also a colored artifact, I fear that Deep Freeze could be too powerful and thus cast my vote to BA.

Vote: Balancing Automaton

I would keep my eye on this one. I like it's design, but I would want to see the purpose of Relics before putting a vote on it. Again, I would keep this in mind for later.

Well, we have to start at one point, do we not?
The reason I like my card is that it presents a lot of questions at an early stage. Things like "What is Frostblight, why are there things worth scavenging there, what makes him a rogue" and of course "What are the mechanical impact of relics".
Although I more or less assumed that relics would just be some form of resource, at the cost of being slightly parasitic in nature at times.

Nevar!

That's a fair point, but I prefer to work as such...
1) Plan on primary mechanics before hand so you know what to expect and hinge certain designs towards. Note, they obviously aren't set in stone, but something to give you a jump start.
2) Start with some general designs and figure out what helps connect them the best, then start designing more specifically / proposing mechanics.

Given the way this started it feels more like number 2 to me, so that's what I was planning on.

It's not a bad design, and as you mentioned, it does make us think of certain things. For me, given how we're designing it as a community, I'd rather get several designs into the set before we start looking at the finer things. I also fear setting ourselves up with a parasitic mechanic right off the bat, so I tried to pick a more-general mechanic as compared to a more-specific one.

People are free to disagree with me; I'll just be right all alone. :p

In all honesty though, it's simply a personal preference.

I kinda like the idea of the first card giving some direction or ideas for the rest of the set. That being said, I'm torn between Morgothra's card and Mown's. I'll have to think about it a little more.

Funnily enough, I think I could have turned my card on its head and burrowed from Nullify

Deep Freeze :u::u:
Instant

Counter target creature or artifact spell.

The frozen edge of Starstill is such that even the best designed machines cannot hope to approach it.

Would probably have been more power-level appropriate.

Of the cards submitted, I like Ice Breaker the most, but unlike altimis, I think it's rare-worthy rather than possible common.
A free blocker that searches for ANY artifact at total cost of :1::u::u: is not a common.
Still Beacon is cool but seems mechanically annoying to have to check the third card from top every turn.
Ice Sculpting seems nice, but I don't like that it requires extensive inclusion of Snow permanents, though I suppose it's only reasonable given that it's a Type Matters set.
Frostblight Scavenger could be nice if uses of relics were predefined, but it's really up in the air for as long as they aren't.

I vote for Ice Sculpting.
I'd vote for my own card, but I don't want to seem like an egomaniac. Besides, it's probably too strong.

The reason I think relics are OK is that we don't need to include cards that specifically reference relics. This is a type-matters set, and artifacts are a type, so it's a safe bet to assume that we'll have some cards that will reference artifacts.

If we were going to make relics, I'd personally prefer you flavor them as contraptions instead.
If, instead of relics, we used contraptions, I'd be down with Mown's card.
*shrugs*

But contraptions typically do things, whereas relics don't.

And Mown takes it. Frostblight Scavenger has been added to the Set Map.

You're up, Mown! Pick a color and rarity and write a criterion for the next round.

Nah, I guess some direction is nice. It was a farily tough round, I'm excited to see what the rest of the set brings. :)

Oh, seems like I forgot to vote. Sorry about that.

Make a blue uncommon for the sunny area that mechanically emphasizes the difference between the two sides.

Does that makes sense? Sort of how Lorwyn had +1/+1 counters and Shadowmoor had -1/-1 counters.

Prismatic Rays :2::u:
Enchantment - Aura
Enchant land
As ~ enters the battlefield, choose a basic land type, then draw a card.
Enchanted land is a basic land of the chosen type (It loses all other types and abilities).

It can be fixing, it can be used to color screw your opponent, or it can be a way to put something with the "enchantment" type into play and cantrip.

At 256 cards and 4 days per card, we'll have this set done sometime in early 2017! Maybe we should broaden the ingest rate, either allowing multiple cards per criteria or multiple criteria open in parallel.

"The person who sets the criterion can't participate in their own round." - does voting not count as participation? I expected you were both unable to present a card and unable to vote on them, PA.

Mown's criteria here threw me a bit for a loop because I expected the set would largely have blue and white on the frozen side, red and black on the charred hellscape side, and green trying to make life take hold at the fine border between the two. So I didn't expect a blue card would have much mechanical emphasis on the charred side. I'd expected that would be red cards' place to establish.

But one thing creatures on a heated hellscape need to be able to act is water. And one thing that's often present in any set is an uncommon Propaganda effect. (Even if this sort of thing is more typically white than blue in recent sets).

Desiccation
Enchantment
Creatures can't attack unless their controller pays or for each creature he or she controls that's attacking.

Choose one - Return two target artifacts to their owner's hands; or tap up to three target permanents.

The flares of the sun drive many denizens of Starstill underground. Those that remain, don't for very long.
