If you cast 3 times Baby Bolas you basically just 2x1 three times... that alone gices you an amazing advantage.
In the other hand Sarkhan is quite good IMO he will fix your draws and can ramp you to a t4 Niv Mizzet.
T3 PWs are no joke

You've got to know when to drop a PWalker. Into an empty board is perfect, but that will only rarely happen.
It's best to consider sarkahn expendable, making your opponents use resources on him instead of your dragons later. He can also buy you some time if his attackers go for him instead of you, so you can draw some answers.
Otherwise, drop him early if he's likely to survive long enough for you to ramp into a big dragon next turn.

OK, taking that frame of mind into account, does it make sense to replace the Curious Obsessions with Rescue? The Dive Down cards do their job and save a dragon from removal for a turn but with the Sarkhan's Unsealing would it make sense to snap a dragon back just before your turn to recast it?

You don't want to have to recast your dragons, you want to cast the new dragons you just drew.
If you really, really want to protect your dragons from removal and reap the etb of the unsealing, then I'd suggest you try siren's ruse, that way you won't need to recast them.
But blink effects like that are for decks packed with etb value and I don't think that's case with dragon decks.

Sarkhan is worse than Dragon's Hoard for sure, I'd be running 3 sarkhan and 4 hoard. Good turn 5 play if you can Sarkhan into Bolas. I wouldn't worry about having redundant bolas(es/i?) since that means you have a 4/4 flyer on the table - worst case you swing for 4 and cast another if you have to have it untapped to block. I'm a fan of Demanding Dragon and Darigaaz as well, can also cast Chromium if you're running Unclaimed.
