Hey guys. Hadn't played magic in ages, but I got lured back in by MTG Arena, and I've been having a blast so far. I realize old Guttersnipe might be a bit slow for the meta atm, but I just can't resist my inner Johnny.
Currently I'm working with:

NonCreature (22)
2x Dual Shot
4x Shock
4x Anticipate
4x Doublecast
2x Cancel
2x Divination
4x Ionize

Creatures (12)
2x Goblin Electromancer
4x Guttersnipe
2x Enigma Drake
2x Crackling Drake
2x Niv-Mizzet Parun

Planeswalkers (2)
2x Ral, Izzet Viceroy

Land (24)
8x Islands
10x Mountains
2x Steam Vents
4x Sulfur Falls

I'm pretty rusty at deckbuilding, and my knowledge of the current card pool is pretty limited, I just downloaded arena yesterday. So any tips would be greatly appreciated! And I would love to know about any other wonky spell recursion/copying combos out there, if there are any.

Considering maybe trying a more wizard-focused version (but still with guttersnipe), with something like Naru Meha, Master Wizard, Wizard's Lightning and Naban, Dean of Iteration, but then it's probably better to go for a better, pure wizard deck.

I think you will find Dual Shot is not a good card. I tried running it in my Drake/Fling deck a couple months back and it seriously performed horribly.
Edit: But then again I'm sure you are using it as a cheap trigger for Guttersnipe so it might work out for you.

The Arclight Phoenix/drake deck is izzet and has similarities to the deck your brewing.

I do agree that gutersnipe is simply too slow for the removal heavy meta. I've found that the electrostatic field is cheaper and survives longer (in rakdos burn at least).
As for the draw spells, try the jump start cards, they're better than they look. You may want some lightning strikes and lava coils instead of those dual shots and doublecast.

Thanks for the tips! Yeah, Dual Shot feels pretty medicore. Just seemed like a decent, cheap card to deal with some of the early weenie pressure, but it's been pretty useless. Wish it was Twin Bolt

+4 Radical Idea
+4 Electrostatic Field
+2 Lava Coil
+2 Lightning Strike

If you are cleaning out your 3cmc spot I would recommend more Enigma's to go along with your burn spells.

I have faced some pretty well working mono red decks with Guttersnipe... I think they ran the Wizard-package and just as much faceburn possible. If you can't remove Guttersnipe for 1-2 turns then it can do a lot of additional damage!

My Wizard/Burn deck leaned on Guttersnipe a lot. You can see it in constructed. I gave up on rebuilding it atm after Soul Scar rotated.

If your looking for a fun infinite combo with wizards, Maru Neha, siren's ruse and sailor of means is possible, but the arena timer can screw you if you take too long.
You can draw your whole deck and generate infinite mana for a big banefire.

There's a video on YouTube by CGB pulling it off.

Hmm, interesting. But I don't quite understand how you'd do it? Having the sailor on the board, casting siren's ruse on him, then flashing naru to copy the ruse, but then you'd have to use the ruse copy on naru again?

Seems like a really fun combo though, could fit in a Thousand-Year Storm deck maybe.. Still trying to work out a deck with that card after you made me aware of it the other day haha

Yep, think that's it. Can't remember exactly, you may need a second ruse. Anyway, can't find the cgb video anymore...
But there are plenty of thousand year storm lists and videos available. Most will just opt into opt into shock into lightning strike... Stuff like that.

Some dude @ GP Milwaukee this weekend is playing a mono red deck with 4x Guttersnipe, then I saw stuff like Crash Through and possibly other cantrips to push for a lot of damage. Also 4x Runaway Steam-Kin... he was at 3-1 when I watched the stream yesterday. It might be a nice deck to check out when the lists are published.
