Reki, the History of Kamigawa or does his ability not take effect until he's on the battlefield? |

His oracle text says "Whenever you cast a legendary spell, draw a card." When he is cast, he is not on the battlefield or entering the battlefield. His ability isn't there to trigger when it would normally trigger. In short: no. |
