If i have a Kydele, Chosen of Kruphix out and I cast a wheel of fortune discarding, among other things, a madness card, let's say Avacyn's Judgment, when i tap Kydele to pay for the madness cost, will Kydele count the cards drawn by wheel?

My intuition says yes. I believe the rules state that if you are instructed to attempt to cast a spell during the middle of the resolution of another spell the rules instruct you to wait until the first spell finished resolving. At which point the delayed spell goes on the stack and you pay for it, by which time wheel will have drawn seven cards. I'm fairly certain, because I think this rule is how epic experiment's very existence is handled. But I'm not 100% certain if I'm correct in my interpretation.

Madness doesn't cast the spell immediately when it's discarded. What actually happens is you discard the card to exile and it triggers an ability, and upon that ability's resolution you have the option to cast the card for its madness cost (if you don't, it goes to your graveyard from exile). The trigger will not be put on the stack until after Wheel has finished resolving. So yes, Kydele will have seen the cards you drew off of the Wheel.

702.34a Madness is a keyword that represents two abilities. The first is a static ability that functions
while the card with madness is in a player’s hand. The second is a triggered ability that
functions when the first ability is applied. “Madness [cost]” means “If a player would discard
this card, that player discards it, but exiles it instead of putting it into his or her graveyard
” and
When this card is exiled this way, its owner may cast it by paying [cost] rather than paying its
mana cost.
If that player doesn’t, he or she puts this card into his or her graveyard.”
