If i'm the archenemy and the monarch, and multiple opponents attack me at the same time and hit me, provided no creatures have first strike, which one of them becomes the monarch? Is it by turn order?

The triggers are all controlled by you and are all triggered simultaneously (because the combat damage is simultaneous). Therefore, you will get to choose the order of the triggers (and hence which player ends up as the final monarch).
