Parad it might be useful if you provided LITERALLY ANY CONTEXT for this question since no one that hasn't been following the flavor thread closely is going to know what you're talking about.
Gruff is a proposed Planeswalker for the set, a goblin who wanders onto Starstill early in the set's storyline. He's small, lost, lonely, and not super competent, and the current proposed place for him in the storyline is as an accidental catalyst. He does something that pisses Anjo off, Anjo shuts off all communication with the Disciples of Elori without telling anyone why (because Dragons.), the Disciples freak out and flail around for someone to blame, and discover an easy scapegoat in the form of... [drumroll] The Moonrise Project! Who are trying to create an artificial moon that would partially mitigate the effects of the Starstill, the Starstill that was, of course, created in part by a dragon that the Disciples worship.
Lots of conflict, lots of rewarding story.
Gruff is one of two characters from the Magic: Expanded Multiverse slated for inclusion in the set.
Aloise Hartley is the other; her vote thread is up now. Of the two characters, he's LESS essential to the narrative. Still, a lot of folks seemed to like him and the proposed story with its implications of small inconsequential actions having big effects is an interesting one in my opinion.
