^bleh counter in white. Why not make it something like
Whenever a player casts a noncreature spell, put a barrier counter on ~.
Spells cost :1: more to cast for each counter on ~.

Storyteller, the idea is that they have to pay for the counter they create by casting the spell in the first place, and Chancellor of the Annex says that white gets this effect.
