Well, sure. Colorless uncommon that evokes the feel of permanency in some fashion, flavor or mechanics are both fine.

You may have Arctic Arbiter enter the battlefield with a -1/-1 counter on it.

I think we use +1/+1 counts, which kind of eliminates Parad. Fakeartist requires two tokens all by itself, which I don't really like. So I guess it's Shazzeh, despite not understanding the flavor text.
