I think starting a curve on 3 in this format is a recipe for disaster, so this guy is usually playable, although not ideal.
0.5/1.0/1.5. That's a strong 0.5 on power and a weak 0.5 on synergy because filling your graveyard is a pretty fringe strategy.

I wonder if this is underrating him? 2s are so important, and the 1 toughness doesn't matter that much does it?

Yes, I'd give it 1 on power. If you're UB, Shambling Ghoul is your best bet, but this is probably better than Maritime Guard.

Yeah, 80% of the time he's as good as Subterranean Scout, and 5% of the time he's better because of the self mill.
