5.0: First pick no matter what. I will always play this card. 4.5: Splashable and first pick worthy. 4.0: First pick pack 1. 3.5: Early pick though not always a first pick. 3.0: Solid early/mid pick. 2.5: Solid pick in color. 2.0: Should generally make the deck if in this color. 1.5: Decent filler. 1.0: 23rd card if you have to. 0.5: This card will sometimes be sideboarded in. 0.0: I will never put this card into my deck (main deck or after sideboarding).
If it's the 2nd or 3rd pack this is probably a 0. Or I guess a 2 if you are already 4 colors.
In the first pack, it's probably a 5. OK, I guess it's not "always play" since you could try to draft around it and fail because the guy next to you also is going 5-color. It's it's the opposite of splashable, so 4.0.
You know you are going to pick it though! I guess you want 7 sources of each color to play this. Maybe 6. Do you count scry as 0.5? I would P1P1 just to see how hard it is to draft. Probably want 7 forests 4/2/2/2 and a wildcard 18th land. Or possibly 6/4/4/2/2
Then you would need 4-5 all-color fixers. I suppose the pattern is to draft all fixing as high as possible in packs 1 and 2 and draft all the best cards in pack 3. Voyaging Satyr and Kiora's Follower probably don't count as fixing unless you have multiple temples.

This is a bit small for Theros. It even fails the Asp test. And you need to jump through a lot of loops just to be able to bestow it. If there are no good uncommons in the pack, I might pick it.
