With the pending Zombie U build that will appear before too long. Will Tragic Arrogance emerge with the right build to leave a finisher against a lone trembling bandage wrapped mummy?

Expect languish to feature too but it was always there in ESPER control anyway but the cheaper 2WW board wipe will have a spot too.

But Tragic Arrogance? What's the betting?

Tragic Arrogance is a very underrated card; it does work against Vehicles and Superfriends.

Tragic arrogance is garbage and you should never run it. Same with B/R sweepers. Unless you play on iOS or Steam, then I don't care.

Yes, I think we'll see more Tragic Arrogance. Not only for the vehicles and walkers, but also for the 90% of green decks running Rhonas the Indomitable and possibly more prevalent multiple Enchantments.
Yes, you can keep your Cartouche, but not the creature you've put it on! But let's make sure to take your Sandwurm Convergence instead.

It's not really getting better, it can be good when you are far behind, but isn't it better to not be far behind and have to use this?

You don't always have a choice in whether you're going to be far behind, though. It's nice to have options and contingencies for comebacks, rather than assuming you'll just steamroll your opponent every time.

this is that kind of card when you build your own deck you think oh it's so expensive and conditional you prefer planar outburst or instant speed removal blah blah but when you are in a game, either you wish you had it in so many situations, or you wish your opponent didn't have it in hand.

in terms of deck building choices, it's a good card for white midrange/control, when you typically have some board presense like green fatty or a walker or something. For esper or jeskai creatureless control you typically want to wipe to a clean board, not to leave something there. Does a good white midrange/control deck exist? Probably abzan good stuff. and they fold to creatureless counter based control.

Since creatureless counter based control re-gains a lot of hype in Amonkhet, the card will remain to be "underrated" and "conditional", similar to Abzan midrange/control archetype.
