This is clearly a constructed plant. First notice it breaks the color pie by not requiring the target to be attacking or blocking. Then, it can also hit planeswalkers. Then, it doesn't only count creatures of a specific type like Coordinated Barrage or this set's own Practiced Tactics. Then, it also doubles as a land in case of mana screw, but has no drawback like a high cost or being a sorcery to compensate

If planeswalkers weren't unable to enter combat I would have thought it was a misprint.

Yeah white can exile creatures already but I do think being able to deal damage to them without it being retributive (combat, tapped, etc.) seems like a big bend. Black can destroy creatures too but it only deals damage to them when draining or as part of a black-red hybrid bleed. I didn't see white as needing new forms of creature removal.

It does help monowhite though in terms of getting cheap removal that works in aggro.

I'm kinda happy how efficient this card is. It's a land when you're creature light and a two mana instant speed deal 5 when you're ahead or the board is stalled.

They have been talking a lot about giving white a bigger slice of the pie, this might be part of that. I

I thought that was specifically for commander players who can't splash blue.

And those commander players will be very happy to have this, I think. Most of the time you'll have enough creatures to kill someone's commander, and even if you don't it's never a dead card. Mono white needs this kind of thing.
