I like that this not only doesn't force you to destroy your own artifacts to play it if only you have an artifact out, but gives a haste upside when you don't destroy an artifact. I think this might be the first 'destroy artifact' etb mono-red creature with 3 or less cmc that has the artifact destruction optional?

It is but it's also only the third after Keldon Vandals and Manic Vandal. Of the ten other monored cards that etb destroy target artifact: two are three drops, four are four drops with two being mandatory Bumbling Pangolin being optional but also un, and Tuktuk Scrapper being optional and repeatable; three at five with two being optional, and Defiant Ogre at 6 and also optional.

A quick check showed that while more conditional, Duergar Hedge-Mage is also optional when it's red side is available.

But yeah, I feel like this card was needed for completeness sake when compared to stuff like what some other colors have, such as War Priest of Thune and Reclamation Sage.

I feel like Irreverent Revelers may want to go into some cubes in particular, where it is good at avoiding being a completely dead card when artifacts aren't around while also not forcing you to destroy your own artifacts, but still allowing you to if you need their destruction triggers or to put them in the graveyard or something. There are of course other options in red for that kind of thing, like Abrade, but having more options is always good for larger cubes or to adjust power levels of the cube.
