Are cards in exile still considered 'outside the game'? or is this strictly for the sideboard?

Either way, I imagine Collected Company/Chord of Calling/Eldritch Evolution decks in Modern will enjoy a 2-drop creature that can tutor for noncreature answers from the board.

... especially Knightfall since this can grab Retreat to Coralhelm as well. (excuse me as I brew)

Yeah, that was one of the main reasons they created the exile zone, so that there would be a distinction. This does not grab exiled cards.
